Looking at buying used X3, none of which have apple car play already.

According to dealer you have to pay and download this through connected drive.

Will it then give the same functionality as CP that's factory installed (like in my 2019 X2)?

And will it be free for life after the initial download payment?

I only used CP on the X2 for sending text messages while driving.

Is there any way to 'dictate' those messages without using CP? Or getting a message read out (either a text message or Whatsapp)?

Yes the download is the same and it's free for life.

I don't know the current state, but "unlimited" X3 2018 carplay was for "20 years" and not for life. Mine expires in 2038.

you need wireless charger to be able to receive text message, email and other functions

Yep. If you are looking at used models, ensure they have the smartphone connectivity/wireless charging option.
