Headlight issues xenon

Driver side low beam not working..switched out igniter and ballasts.replaced bulbs On both units...1 ballast not working..bought new one... Both lights when pluged in on passenger side.. work...driver side has no power to plug..used test light...there's 2 power outlets on plug...sometimes shows power...but power comes on sporadically ..all fuses good...need advise..thx
