Bumper damage/repair

Got into a little fender bender at the grocery store and have some minor damage around the tow hook cover on the right side of my bumper. The tow hook cover I’ll be replacing but was wondering if this bumper damage can be DIY fixed or if I should just replace it and get a new one.

Any ideas/suggestions would be appreciated. Also, if anyone has a link or guide to removing the bumper that would be great.

Who's fault was it? If it was there's let their insurance company cover it. The proper way to fix it is to replace the bumper cover and paint.
