2019 X3 M40i spoiler

Again, sorry for a dumb question, but is the spoiler completely passive? Is there some speed above which is has a measurable effect on handling? Or is it just a styling touch? Thanks.

Definitely doesn't enhance handling, if anything it aids aerodynamics.

In theory it should improve aerodynamics a bit by reducing the low pressure area behind the car which results in drag.

it's not large enough to provide any tangible handling benefits a whatsoever, tie this to the speeds you'd need to be travelling to provide any meaningful impact (if you had a large enough spoiler).

Perhaps it is an issue of perception (between the ears)
