Loose/dangling BMW Subframe Vibration Damper (35Hz) - Vibracoustic 33306857620

Hi all, should this part be loose? While investigating a rear differential leak, I found this rear part loose. “BMW Subframe Vibration Damper (35Hz) - Vibracoustic 33306857620” I searched YouTube and the internet but, couldn't find info.

The part is item #13; I'm not certain as to how it fits to the subframe; maybe it just sits in place sort of loosely - it's a shock absorber of sorts.

I removed it and it seems…. the yearly rust proofing entered the rubber sleeve and deteriorated it. The “Vibration Damper” is quiet heaving and only 1 bolt holds it horizontal in the middle. I ordered a new one. Thanks…
