I bought a 2016 X3 xDrive28d and there is a part of the bumper trim missing (see link).

Can someone tell me what it is called and where I can order one? It looks like it just snaps in there? Is that true?

Normally I'd say it's the tow hook cover, but that does not look like a tow hook behind there. Yes, it just snaps in. Go to RealOEM.com and type in the last 7 places of your VIN. Then find the diagram that shows the front bumper, and you can get the part number. Click on the part number on the parts list which will take you to a page of just that part. Highlight the part number and right click on it. One of the options that shows when you right click will be to search for that part number on Google. Do that and you will find places you can buy it. It's probably cheap enough that even dealer prices wont' be too high, and since you live in Columbus a dealer wont' be too far away.
