Probably because they use the gps to set the speedo reading and, in the UK and, as far as I am aware the rest of the EU, manufacturers must ensure that the speedo does not read below the 'true speed' - i.e. the speedo reading 40,50,60,70mph at 'true' speeds of 38, 48, 58, 68mph is legal, but they can't risk it reading, say, 70mph at an actual speed of 71mph (in a 70mph zone) as the owner could be charged with speeding even though they are basing their speed on the car instrumentation
I seem to remember the offset between gps & speedo being one of the coding options in F-series cars but I'm working from memory so don't kill me if I'm wrong
