X3 F25 N20 Fan running fast when Cold

Hello,
Got a strange with my X3 N20. ( 2011 )
When I just power on, without starting with a cold engine the Engine fan is running fast.
Outside temp is about 5 Celcius.
As the car it getting up to temperature it stops doing that, and is running normal.
And everything stays normal after that, oil temp will never rise higher that 90.

Do you have any inline coolant heater in your car?
Many BMW's in Canada have inline coolant heater installed by the dealers. However, there is complication with this system since it is not originally from BMW. When the car is started the sensor read coolant is hot, so the radiator fan spins very fast.

No inline coolant heater.

No inline coolant heater, that is not even a option here.
did a ODB2 read to see what temperature was, it was 15 celcius.
And found out that Fan started full as soon as power is on, with a not running engine yet.

this is usually an indication that the electric water pump or thermostat is starting to fail. I had the same issue, fan was running full speed when the car was cold. Use a BMW specific scan tool and look for codes. I had thermostat stuck open code and something also for water pump speed. I replaced both the thermostat and water pump. No other issues after that.
