Ventilation pulsing/surging

I know this issue has been reported in the past, but my 2015 X3 28i just started to do it and I'd like to know if someone had a clear solution.

Ventilation with engine idling pulses (sounds like the fan speed goes up and down every 5-6 seconds). I call it the dragon breath!

Brought it to the dealer. They spent one week and can't find the solution. They even had the BMW rep on site to look at it. They replaced the FSU (Final Stage Unit) twice..didn't fix it. Replaced the blower motor. ...didn't fix it. Realized that the battery was very weak, put a brand new one....didn't fix it. They're out of ideas.

In previous posts, related to that issue, most of the time the replacement of the FSU did fix it. But I noticed few people had that part replaced but it didn't fix the issue. Just trying to find the smoking gun!
