Definitely a 12V fluctuation as the car only wakes up on occasion and the starter now never engages. It makes sense that the ECUs can not exchange data.
The fact that the door locks never work points me to the drivers side footwell where their electronics exist. To answer your question about water, the car was never flooded or rained on/in.
Let me get inside the footwell as see what I can find. Thanks for your insight and I will get back with you.
