Are you sure the socket you are using is 11kW?
It looks like you are on a single phase 7.4kW charger: 32A x 230v = 7.4kW.
Or maybe it is a 3 phase charger with a fault:
16A x 230v x 3 phases = 11kW
16A x 230v x 2 phases = 7.4kW
I think that is correct - but I’m not an electrician!!!
