I can't speak for leasing but for finance I had to get the rate at the time of delivery because my 90 day rate expired while waiting for an allocation and build. Check the details of your approval letter.
1/29 order at 1.99 % Apr from BMW Financial.
Picked up around 5/15 at %3.49 Apr with a new credit application but refinanced right away at 2.26% thru a credit union as that application took like 3 weeks due to their very slow process.
