Update: Dealer recognizes the issue. The confirmed that all suspension, drivetrain, body bolts were tight. They confirmed the balance and straightness of the wheels. They swapped the same wheel and tire combo from a new vehicle. All these efforts did not reduce or change the vibrations. The drove a newly delivered X3 M40 and it had the same vibrations. The service manager and the shop manager said they have done all they can do and recommended that I call BMW Customer Service which I am in the process of doing. I'll update after the call.
