You need at least 4 posts. Once working, make sure you have PM enabled under your account settings.
Control Panel => Edit Options => Messaging & Notification and Check these boxes:
Enable Private Messaging
Receive Email Notification of New Private Messages
Show New Private Message Notification Pop-up
Send me PM when working.
