If the 2016 map has not been constructed, finished, finalised and released, then the factory cannot load it into the car because it does not yet exist.
It is normal if the new map is getting close to being finalised and ready to install into the car (but not yet available) that the FSC code issued to the car with the previous map will give an update to the newer map when it is released. You will just have to source the new map when it is released.
