Yep, those are the exact problems I am having with it. The Waze screen often starts blank and I have to switch apps and then when I go back to Waze it comes up. And half of the time the map remains stationary with my last location and I have to push the up-arrow button to re-center it. I just force quit Waze on the phone and re-open it and it's all good. It usually even asks if I want to continue navigation (if I had input anything).
