Thanks Nogren, do you mean that 2018-3 is not far enough from 2019-2 as to need a complete update ?
If so, I do not understand why they care. It is me who wants to do the job of downloading and installing. In my case I live in Spain but go often to France, so I need both regions updated...
Is there a way to know if my region is updated ?

I try to answer this. There are no release notes for maps, so you don't know, what has change in the new version. To check what region you have and whether it's up-to-date: Go to Navigation -> Press Options button -> Select Navigation settings -> Scroll down to Position and version -> Select version information. If you don't have at the bottom a information about regional automatic OTA update, than all you navigational data are up-to-date.
