With belt off or belt tension relieved you can readily spin the pulley to check for play in the bearings.

Not sure why the tensioner pulley would be the problem since the tensioner pulley is in use whether the A/C is on or off and the OP said is only make sthe noise when the A/C is on?
I'd use a stethoscope and listen to the compressor since it only spins when the A/C is on and the clutch area may be making the noise?
