It has the same feel as the other exterior plastics like the bumpers, if the F97 is the same you should have no issues with paint adhesion. If the F97 is indeed rubber it maybe a challenge.
Thanks for checking - sounds encouraging for us with F97s. I know brunofernandez in Europe has an X3MC without rails, so maybe he and/or larsmin can comment on the material and suitability for painting before a number of us order.
