Ok, that makes sense.

Then, is adjustment with this thing called "tie-rod" a legit way to fix to have the steering wheel that was "tad bit off to the left, ~11'o clock" ? Or, was that a bad idea? In other words, is "tie-rod" adjustment another part of doing alignment?

This just goes to show what my knowledge is in alignment.
