Sorry to hear about your situation. Do you actually feel the car is braking on its own or are the brakes somewhat engaged all the time? Either way, this should have been obvious during the test drive I suppose. But I'd lke to know what the FSE is smoking when he blamed the powder-coated wheels for this issue.
I can only suggest going to another dealership or if things get even uglier, lawyer up.
