It's more of a guideline than a hard rule. I took it easy until the first service, but probably didn't follow it to the letter. It's more a "CYA" for the manufacturer really.

The higher seating position and all the torque/power peaking higher in the RPM range make it seem slower than it is.
Other people also think it's slower than it is, so it is fun to give people like that a surprise and hurt some feelings.
