That's correct, to go new you'd need all of those, and then someone to assemble them and install the part. The internal wiring can be a bit tricky to fit everything in its place. It helps to have an existing wheel to look at, or maybe the dealer has copious docs that would detail it.

You'd only need coding to change airbag stages, if you can acquire the 251 airbag you'd be good to go with just a hardware swap.
