Map Question - XBimmers

Can someone explain why on the map there are times when one half of the map is a darker color than the other side?
Therere are no lakes, parks, etc. Just homes. What is shown on the map is all in the same town. It's set for 400 ft.

I think it's what the map considers the city center. Don't know what the criteria is for that. Whether it's the actually incorporated limits, or some assessment from the map maker of what is more and less city. If it's something else, I haven't been able to figure it out yet.

It separates one jurisdiction (i.e., county or township) from another.
