I've witnessed this first hand with a police murder suicide. People didn't get what they deserved in reparations because they were so loyal to the "brotherhood"

About 2 years ago, I moved to a new city. I had been fairly accustomed to the city and was driving to Target to pick a few items up. As I was at a stoplight, I looked in the rear view mirror and noticed a cop was directly behind me. I didn't think much of it, other than "don't speed after this light."
The light turned green and as soon as I accelerated, the cop turned on his siren. I was very confused and the only thing that I could think of was that he had been following me for sometime and I must have sped awhile back.
I pulled over and leaned over to grab my license and registration. As I grabbed it, I looked in my drivers-side mirror and saw the cop was standing outside his car, pointing his gun in my direction. I immediately freaked out and obviously had no clue what was going on. All I could think was "damn, they are really strict on speeding here!"
He used his horn to tell me to slowly roll down my window and put both hands out the window, after that, take one hand and open the door from the outside. I then got out of the car had to walk backwards towards them with my hands in the air. Did I mention that this all took place in front of a school during recess?
I could notice through my peripheral that there were now multiple cops, 2 pointing guns at me and the other on a radio. When I was finally on the ground, they ran over and quickly pulled my arms back and handcuffed me. I don't want to sound like a puss but let's just say that they weren't gentle about this.
I kept saying things like "What did I do?" and "What is going on?" but nobody would answer me. The next thing I know, I am dragged to their squad car and pressed against the back of it. One of the officers got in my face and was yelling at me, saying "Where's your id son? You gonna make me taser you?" Hearing that being tasered is one of the most painful things ever (besides getting shot in the head), I was quick to tell him that my id was in the car inside the cup holder.
Im assuming going over to my car to fetch it was too easy of a task, so 2 cops used their horn to start talking to my empty car saying "We know you are in there, come out with your hands up." and "We know what you have done, this is your last chance to exit the vehicle." For some reason, my empty car was not responding back.
They finally entered my vehicle to grab my wallet and search for anything else while one cop stayed with me. He was playing bad cop with me. "Do I smell weed on you son?", "You just stick with answering my questions, you hurr me?"....meanwhile they still won't answer my question of "What the hell is going on here." Did I mention that at this time there were kids taking pictures and filming this the whole time?
They found my id, did a background check and found that the only dirt I had on my record was speeding violations from a few years back. Their attitudes quickly changed as they started to realize this might be a huge mistake. After around an hour later, as I was sitting on the ground (still handcuffed) they felt the need to inform me that my car had been reported stolen.
They asked me how I could prove that I was the real owner of the car since it had been reported stolen, to which I replied, "Isn't that the point of my title, registration and drivers license, which you all have in your possession?" They weren't 100% convinced for some reason, so one of the genius cops had the idea to use my cell phone and call my dad to double check. He found Dad in the phone book and dialed...meanwhile, I couldn't believe that this was all real.
He asked my dad if I was the true owner of the car and my dad flipped out, "What are you talking about? Of course he is the owner, does he have all the paperwork with him?" After 5 or so minutes, the cop using MY cellphone comes back over and motions for them to take me out of the handcuffs.
Turns out, a few months prior to the situation, I reported that somebody had stolen the tags off my car and some silly desk cop put it in their system that my vehicle was stolen. As the cops and I were saying our goodbyes, one of the nicer ones comes up to me and says "I apologize for this, could we act like this never happened?" to which I replied "You mean, the 2 guns pointed at my head, being dragged on the ground, threatened to be tasered, handcuffed, the officer using my cellphone without my permission and have dozens of kids send this to their friends and blast all over YouTube?" I think he finally saw it from my eyes and was embarrassed.
He told the other cops that they could go and he was going to see me off. After they left, he brought me back to his squad car, sat in his passengers seat and showed me my record on the screen. He explained why they thought it was stolen and then went back to my screen. Their was a notes section that was empty, he said, "This is what I'm going to do for you. See this section, I'm going to fill out a summary of what happened here and offer you a get out of jail free card. It doesn't exactly mean you can get away with murder, but the next time you are in some trouble, tell the officers to look at your note description. I'm going to leave my cellphone number here, demanding they call me before any action is taken."
He then gave me his name, badge # and cellphone and said to call him if I needed anything and apologized once more. I left his car, went back to mine and drove away in pissed soaked jeans off into the sunset. It's been about 2 years now, and there isnt a week that goes by without me thinking how I'm going to use this get out of jail card. Steal something? Get into a fight? Probably not anything that drastic, but it does feel good to know the police owe me one.
TL;DR Cops thought I stole my own car, gave me a get out of jail free card for the hassle

Wtf, the guy was acting sketchy as hell, if I was a police officer I would have acted in the same mannor as all the cops..I mean you want to file a complaint and don't want give out any information including your name and what happened? That just doesnt make sense.
Usually when someone files a complaint it's about something serious.. If you want to fill out a complaint with a paper and pen go to McDonald's

Sketchy behavior or not, all of the cops in the acted with impunity. Treating people like criminals is NOT what the police are for. They *should* be here to protect and serve. Not this crap.

We do, however, have to view this video skeptically. We have no idea how many police stations handed over the form without question. These could have been the 10 worst out of a thousand. We also don't know what these guys looked like, and what their history was. (were these former/active gang bangers?) There are just too many questions.

so you'd judge them if they were black or white or asian?

or based on if someone looks sucessful or if they look like they are down on their luck?

OK. I just watched it. I have to say that this entire video is bullshit. It's edited to display only what the recorder wants to show. It does not show each action in its entirety, nor does it show the likely numerous situations where there was nothing interesting going on.

Police complaints are serious business, and I would find anyone who is as uncooperative as the guys in this film suspicious. What appears to have happened in many of these videos is a good faith effort of the police officers to take the complaint and the guy in the video is being deliberately vague and clearly uncooperative.

You have to understand that cops have incredibly well tuned bullshit detectors and this guys actions are obviously specifically crafted to make the officers frustrated. We will generally not take anonymous complaints, and if we do, we will only address the officer or department as a whole to address them in very general term. We cannot discipline an officer on an anonymous complaint unless we receive several about the same officer and for a specific action or incident.

These two geniuses come in to a station and every occurrence shows an officer trying to take a legitimate complaint being thwarted by dude one or two refusing to give information. A thorough internal investigation requires significant effort on the part of the department(yes, I've done them) and there are questions that must be answered in order to do it properly. The videos then switch to the point where the cops have tried and are now just repeating themselves and getting nowhere with the complainant.

i will agree that there are some stupid comments being made by the officers in some of the clips, but who knows how much of each clip has been edited out. At some point, a deliberately obtuse individual can bring out the worst in anyone, especially if your sole intent is to make police look bad.

Essentially, this video was nothing but a troll on the police, poorly edited and done so in such a way to portray cops as assholes (Some are, I know this). Near the end, the guy backing up saying, "Don't hit me or anything" is a deliberate attempt to elicit a response from those officers. Props to the one who says, "Nobody said you were in trouble."

People who see this and form a negative opinion about the police are the weak minded fools who will probably believe anything on first blush.
