Thats normal. Your oil cooler (or intercooler, not sure which) is behind the open side. I think (not 100% sure I'll admit) that the reason why the other side is closed is to reduce the amount of air travelling into that wheel well creating lift. If you take a close up look at any of the turbo M cars (X5M, X6M, or new M5) you'll see both sides open because they need more cooling.

The oil cooler on 35i vehicles is behind the open grill on all X3s. The intercooler used to cool the compressed, and therefor heated, air is the large "radiator-like" device at the bottom, and in front of the main radiator.
All the other X3 (F25) engines except the N55 use an oil to water, oil cooler. Only the N55 uses a cooler which uses ram air provided by the vehicle's forward motion. Don't block that grill! On most of the "M cars" the low, outboard openings are routed to the brakes for brake cooling under track conditions. The X3 has no ducted brake cooling. There is a small opening in the left grill for the outside temperature sensor. To get an accurate reading, the vehicle should move a little to force outside air into the small hole. Looking at several pictures I see that 2.0d and 3.0d Msport versions are closed on both side (except for the little temp measuring hole) even though they have both got turbos. Maybe the additional cooling part is not necessary.
