Factory Offset Question

Hey guys, questions with regards to facotry recommended offset
Searching the forums, I found this:
Basic wheel specifications for the X3(F25) chassis are:

Bolt Circle = 5 X 120mm
Offset = 45mm (43 to 47mm acceptable)
Hub centering Bore = 72.5 mm (hub ring dia. = 72.47mm)
Bolts = M14X1.25 Conical seat, 17 mm heads (Note the X3(E83) uses M14X1.5 bolts)
Minimum bolt engagement = 9.5 turns
So this basically states the ideal offset is 45mm but 43 to 47mm is acceptable which is within the +/- 2mm variance that I've been reading.

My question is if the ideal offset is 45mm +/- 2mm, why does F25's come with offsets that as low as ET32 & ET38?

OEM Rim specs are (realoem data)
Style 304 - 17" Width 7.5" Offset ET32
Style 305 - 17" Width 7.5" Offset ET32
Style 306 - 17" Width 8.0" Offset ET43
Style 307 - 18" Width 8.0" Offset ET43
Style 308 - 18" Width 8.0" Offset ET43
Style 309 - 19" Width 8.5" Offset ET38
Style 368 - 18" Width 8.0" Offset ET43
Style 369 - 19" Width 8.5" Offset ET38
Thoughts / Comments?

Just speculating.. when you move down from 8.0" to 7.5" you're coming in by 1/4" (6mm) width on each side.. but you're pushing out roughly 10mm ET... so you've only really changed the offset effectively by 4mm

I could be completely incorrect in the above but that's how I'm rationalizing the varying offsets
