Horsepower per liter

How does the 2 liter engine get 20% more power per liter than the 3 liter?

More likely is that the boost has not been scaled down proportionally compared to the reduction in engine volume. Work done by a compressor is equal to pressure times volume. Perform the same work on a smaller volume will yield a higher pressure delta. Perform 75% of the work on 66% of the volume will yield 14% more pressure. ect.

One reason they usually can/do get more HP/liter from smaller motors is the emission standards. The bigger motors can't produce more emissions, hence they are usually in a lower state of tune.
