Sticking Fuel Flap
On my 2016 X3, 28d, I have had random issues with the little flap inside the fuel neck sticking. This flap is designed to prevent pumping gasoline into your diesel fuel tank. It is triggered to open by simultaneously depressing two levers on opposite sides of the fill tube. On occasion mine has been sticking closed and I actually have to physically jam the fuel nozzle in quite hard to get it to open. Any of you other diesel owners have experienced this issue ?

Hmm, I've never experienced this.
Where exactly are these two levers you speak of? On my fuel filler, I haven't noticed anything around the exterior of the neck that I need to press/switch/move in any way. Perhaps a picture is in order?

Blocked filler neck
I thought there was a similar problem in my '16 X3d but I found that the car needs to be completely turned off so the flap is free to move. I've never been able to overcome the flap/bar but have also noticed that some fuel dealers don't have the necessary magnetic nozzles required to get the flap to move. Especially a problem with rural truck stops.

I took a photo, but don't know how to upload it. If you look inside the filler neck you'll see two black levers, one at 12 and one at 6. They barely protrude into the neck. Both levers have to be depressed at the same time for the trap door to open to allow the fuel nozzle into the neck to add fuel. They are hard to photograph inside the filler neck. Someone else suggested that maybe the fuel nozzle has been bent out of round so not depressing both levers at the same time, but this has happened at multiple stations over the past year.

Interesting indeed. I'll have to look more closely next time I fill up. And most times I don't shut off the engine, despite concerned onlookers.

As a matter of fact, I have your twin x3 28d on the opposite side of PA. Depending on gas stations, I too have had problems inserting diesel fuel nozzles. However, I believe it's not the fault of the vehicle but rather poorly-run filling stations. The lockout device of your X3 is designed to accept a 25mm (diameter) diesel nozzle. If one tries to insert a 21mm nozzle (intended for gasoline) it will not fit unless one jiggles or rotates the nozzle. Filling stations, especially ones that don't care, often install gasoline nozzles on diesel pumps so hence your problem. From my experience, Costco, for example, always works while some of the smaller chains and even Sams are often problematic.

I will say, however, that with a range of 600+ miles per tank it's not often that I need to visit the fueling station. Especially with work from home being the norm these days, I think I get fuel once a month at most. And that's only to get a discount on the carwash!
The Mobil station on the corner only has 1 auto diesel pump. Except for knuckleheads using it as a parking spot, it has never given me any problems.

I also have a problem sometimes with the bar not opening on the entrance to the refueling neck.
Sometimes it does not matter what I do it will not allow the nozzle to be inserted . It happens at the same pump |

Methinks you should probably use a different pump/station. I've traveled in the X3d many times and filled up at many fueling stations, never had trouble yet.
Maybe the previous owner somehow removed/disabled the nozzle locking device? He/she did have the auto-start coded off, so....
