Mystery bushing or spacer

Doing a valve cover replacement on my f25 35i. Got everything off and was going to take off the old cover when a spacer -see photos - fell off on the floor. Have no idea where it came from. This is my second time doing this and never had that happen.
After putting everything together it runs fine. ..?

Appears to be one of the metal sleeves that sit inside the valve cover bolt holes so when you go to tighten down the bolts you don’t damage the plastic cover.
