Wheel noise

I just noticed today a scraping noise coming from the front left wheel when turning right. Anyone know what it may be? I took a phone video and uploaded it to youtube. Also, my car recently came back from the dealer after having the power steering replaced.

Bring it back to the dealer. Something isn't right.

I had this problem after 150 miles it was a stone wedged in my front off side disc. Took it back to the dealer they managed to get it out without removing the wheel
