According to BMW's site, our M Sport package, although it comes with standard suspension, should also include stiffer dampers.... so standard suspension but stiffer dampers?

The site u referred to is BMW's international website, & all info are based on German spec cars. For precise info u should refer to BMWUSA's website.

Notice that they said it tightens up the Chassis & not the Suspension. Chassis can mean stability control & performance control settings, settings which changes the handling characteristics.
If u have option 225 then u won't have VDC as VDC has option code 223 & they cannot co-exist. If u have code 226 then u have sports suspension & again it cannot co-exist with code 223.

If no VDC (i.e. no code 223), DDC doesn't change the damper settings as it's fixed, it only changes the DSC settings.

Kind of makes sense although I still have no sense of how you tighten the chassis without changing the suspension. Is it simply less help from DSC?

Yes, less "help" from DSC. Not sure abt performance control, cos it's just an e-diff & they can easily program sth into the DCC so that stuff like "diff slip" can be changed.
BMW has been very vague abt some of the stuff they're selling, u've got to dig really deep in order to find the answers.

Just for the hell of it, today I crawled under the X3 a bit and found the wired connections on the shocks (dampers). It is on both front and rear, best I can tell. My X3 has both MSport and DCC pkg so I would expect it to be there. It is.

We are looking to purchase a 2012 (N20) and the order sheet is not available but can the M-sport package be ordered without the premium package (if not then it makes the M-sport package de-facto $6,000 - that's crazy)!

Wht do u mean? Of course the Dynamic Driving Control won't do anything to the damper settings if VDC (aka Dynamic Damping Control) is not fitted - all it'll do is change the steering, throttle, gear & DSC maps.

The post I referenced is in agreement with you. Reason I cited this is its the first time I've seen information from a BMW official that explicitly states there are no changes to the suspension unless you get the Dynamic Handling Package. There's been a lot of discussion by non BMW officials, so this should remove any doubts.
