The steering wheel in my X3 seems not to be exact parallel to the seat. The right side of the SW is slightly closer to my body when sitting straight.

Is it normal and by design?

Have you actually measured the distance to the seat? At first glance, my wheel also looked like it was closer on the right side (NA vehicle).

I carefully measured the distance with a metal tape and from the wheel edge centered on each of the spokes to the the vertical seam between the "flat" part of the seat back next to the side bolster (sport seats), it measures exactly 24 - 3/8 inches on each side, with the seat in my normal driving position.

I think it's an optical illusion due to the shape of the dashboard and instrument cluster.

If you actually have a measurable difference, it's probably a mis-aligned seat, rather than a mis-aligned steering wheel. If it measures the same distance to the seat back on each side, but not to your body, maybe your body is asymetrical. Most people are.
