Possible water pump failure?

A couple weeks ago, I started the car on a hot day with the AC, and after about 30 minutes, I went in and it was boiling hot inside.

I noticed that the radiator fan was not on and the coolant lines were piping hot

The next morning I started it, the radiator fan did not run again. I unplugged the radiator fan and then plugged it back in and it ran for a bit - AC got cold.

Now, the fan appears to run while the AC is running but will not run unless it is running. Although sometimes, it won't run even if the AC is running.

Does this sound like a water pump failure or a fan relay switch failure?
