What is this under the purge valve?

What is the name of the part attached to the bottom of the purge valve (The all Black Component)?

It looks like it uses more than one purge valve. I’ve seen this in some Japanese cars, some cars have a purge close to the motor and a purge and “vent valve” in the rear.
