Sadly, she is from Canada. Calgary to be more precise. And to answer your question, yes, we give licenses to pretty much anyone who has a pulse in some provinces. Latest news says she was a middle-aged women and the police gave her a $155 fine for unsafe backing.

The interesting part is that if she had turned left initially to get out of the parking, nothing like this would have happened. Well, maybe not. Instead, she knew she had to go right to go wherever she had to go and never even considered exiting the parking lot from the left... I know you cannot see if in fact there is an exit on the left, but the cars parked alongside the parking, nearest the road, lead me to believe they entered from the left.
