The high beam shutter does not work after replacing the lamps

Hi,

I imported a 2016 BMW X3 from the USA with bi-xenon, I recoded the rear lamps to EU conditions, and the car eventually went to the EU market. I bought new bi-xenon working lamps, I turned on the lights, everything works - the short beam, the turn signals, but unfortunately the high beam does not work, I have the high beam indicator on the dashboard but I noticed that the aperture does not want to go up. Can anyone direct me to what could be the cause?
