Engine oil cooler

Changed the oil the other day and there was some milky condensation on the oil filler cap. It has been cold here in northern Indiana and the oil temp guage barely moves after driving for a while. Is there a thermostat for the oil cooler or is it always circulating. Thanks for the help.

Also I had a check engine light on for engine temp too cold. I ordered a thermostat but it needs to warm up outside before I tackle replacing it. Maybe related
