White Dots in Engine Bay?

Ever since I bought this car back in June, it’s had these white dots in the inside of the engine bay and reach as far back as the Air Box. They go away after you scrub them with a wet towel though so I’m not really worried too much about it, I just want to know what it is and if it’s really something I should be worried about it not.

The white dots on the hood are paint chips from the previous owners, don’t know how there’s so many (it’s honestly ridiculous)

My guess is coolant.
Usually coolant dry's in a white/bluish color.
