Airbag off warning light

The "passenger side airbag off" light is on when a child of less than 40 pounds sits at the front passenger side and is off with an adult there. Should it be on or off when that seat is empty? It is not clear from the manual. Mine is on. I suspect this is a problem. How about yours?

When the seat's empty it should be on.
