Anyway to manually read/control VANOS?

Is there a programmer that can do this? Ideally, I'd like a Bluetooth ODB-II that could be left connected and then use an app on my phone to monitor and adjust the VANOS.

From the little programming I've done, I know BMW locks all this down much more than other platforms. But there's also been a lot of time to reverse engineer too

You might have better luck asking in the E83 forum, which is for 2010 and earlier X3s.
