I can imagine many M3 owners and M suv haters would be pissed if BMW really ended up using the tri-turbo engine that's suppose to be in the next gen M3. If they used the N54 it won't meet mpg/emission laws in the near future and the N55 is known to produce weaker power figures than the N54 if trying to tune so that really only leaves the option of the tri-turbo being developed.
Many people talk about how making more M cars especially suvs would "dilute the brand" but TBH many owners of M cars won't be tracking their vehicles, they'll use it as daily drivers. Performance wise, both cars using the same N63 engine the X5M has the same 0-60 as the new M5's at 4.5s even though the M5 uses a 7-speed dual clutch versus the X5M's 6-speed auto; I understand awd helps out immensely but the X5M is more than 1000 lbs more than the M5 so the awd argument is somewhat negated. If the M3 and X3M used the same engine it would be bad for BMW's image that not only can a suv achieve the M3's 0-60 time or roughly the same but is also a more practical car because it has more space and with awd rain or shine the X3M will keep performing while the M3 with rwd might not. It's just not neccessary. From a business perspective the X3 is selling well without an M variant. There's no competitor stealing share with a high performance variant. And there probably aren't enough buyers in US to justify running it through type approval and crash testing.

On one of those car shows the X6M held their track test record for some time over a whole host of serious sport cars and then remained in the running -- and it was above the M5 the whole time. At least as far as that is a test, something worked with the X-M concept! I'd love to see an X3M. I probably couldn't afford it, but I'd wish I could . . .
