DTC 249300 Rail Pressure Too Low

I came to stop with my BMW X3 F25 - xDrive20d 135 kW (181 hp) on the highway.
The car started to bump/shock a bit, and I couln't drive faster than 60 km/h.
Parked the car on a safe place and turned off the ignition.
The car didn't start after anymore. It had difficulties with starting.
It went on transport to the workshop where the code [DTC 249300 Rail Pressure Too Low] appears.
The guys don't know the exact problem, one is saying it's the timing chain.
The chain is changed one year ago (~60.000 km ago), and the man who did this job said it's impossible and should be the fuel system.
The workshop guys said there is good preasure in the fuel system, but the manifold intake is spitting fire.

Also that one year ago (~60.000 km ago) I changed:
- HFPF (bosch)
- All injectors
- ECU
- EGR (which is now deleted from the computer)
- Chain
- Turbo
- Crankshaft cover
- Gasket cooler
- Gearbox oil

And ofcourse I change all filters + liquids every 20k km.

BMW experts, please let me know your opinion about this situation.
I hope this search for the problem could be solved.
