2006 X3, lack of power (boost) and starting issues

Recently my 2006 BMW X3 2.0D has been having a few problems.

The car struggles to start first things it usually take two or there attempts before it will start, it just stalls straight after starting. After the first successful start it stars first time for the rest of the day.

The main issue and probably related to the first is the car has a lack of power, there is a few seconds delay before the boost from the turbo kicks in and and often the car will get stuck at 2000rpm for a while even with the throttle pedal to floor then after a long delay it picks up, some times its worse than others and sometimes the car won't even pick up past 10- 15 mph!

Engine management light came on so I scanned with my OBD reader and it gave fault code P3263.

The turbo, EGR, maf sensor, lambda sensor were all changed last month and the car was also serviced by the previous owner.

I dropped the car off to my local BMW specialist indi to see if he could diagnosis the fault. He said fault code on his diagnostic equipment showed problem with the MAF and said it could be it want programmed correctly to the car when swapped by previous owner, he re coded to car but fault kept coming back, he is now suggesting a new MAF.

Before shelling out on new mass airflow sensor I would like to know if anyone has any other options and thoughts, I find it difficult to believe the MAF is the issue considerings its been changed a matter of a dew weeks back. Am i right in thinking that the turbos in these have an electronic actuator? Does the turbo need any programming or coding to the vehicle.

Hi, very curious even though its an old post, did you ever get to bottom of your troubles,
I've got same vehicle as your self but on a 07 and having exactly the same problems,
new EGR valve, new MAF, same faults driving me crazy.
