Had same issue on my 2012 X3. A charger for my GPS dropped a metal button into
the cig lighter receptacle between cupholders and blew the outlet fuse.
Both the cig lighter 12v outlet and
the outlet in the back seat behind center console were no longer
working. I checked Fuse #54 (20amp) in fuse block behind glove box (through
the small hole) and the fuse was indeed blown. Replaced #54 and now both outlets are working again.

The fuse was difficult to reach thru the small hole in glove box. It helped using
a long pair of needle nose pliers to reach #54 while shining flashlight thru
smaller opening. what a chore - not sure why BMW has to make this so difficult to reach.
