it depends very much where and in which conditions you drive - so tires should be matched to the specific conditions. In Europe we have 'northern' winter tires (softer rubber compound, lower speed index) and 'central europe' winter tires - higher speed index, different thread pattern, not that soft rubber. Even between 'central european' type of tires there are variations - some are marked with a mountain and snow flake sign (meaning good to go to mountains) and some are anly marked 'm+s' (mud and snow) for 'normal' central european winters - good for German autobahns etc, but may not be sufficient in mountainous areas.
