I believe the EU policy is just as strict if not stricter at the moment. Furthermore that reasoning doesn't make much sense. The N54 is a dated engine in terms of CO2 emissions---- theres a reason they replaced it with the N55. So the specific US spec engine wouldn't be to save on emissions... I can't think of any good reason for a individualized US spec N54.
