I recently went to the Parts Dept at my local dealer. They sell front license plate holders that screw into the front towing hook that is already on the car anyway. The plate will be off-center (to the left of center on the X3 if looking at it from the front). It does not require drilling holes in the front bumper.
Until I get my first "fix-it" ticket, I will not put on my front license plate here in CA. Once I get pulled over, I will purchase the no-drill front license plate holder, screw it in, show it to the police, and then take it out until I get pulled over again (at that point, I might just leave it on
