I guess you meant to say put the spacer "under" the shock towers, NOT "top" of the shock towers. I suppose it may work, as long at the bottom of the spacer matched the shape of the bottom of the shock tower and the top of the spacer matched the top of the shock bearing.
Personally, if I wanted to lift mine, I'd go with a proven lift kit using Eibach pro-lift springs providing a ~30mm lift, not with unproven spacers under the shock towers
