It's electronic brake force distribution. Light braking that does not cause much forward or lateral acceleration constitutes a more balanced distribution over the four wheels to prevent nose dive. Hard braking maintains the typical 70/30 setting on most cars.

We also have to think about the brake energy regeneration which drags the brakes when coasting.
